Imply Alternate Powder to Powder (Arcane)

BUR #34156 has been rejected.

create implication powder_(alternate_timeline)_(arcane) -> powder_(arcane)

Different timeline version of Jinx (League of Legends) that is still called "Powder" in the series, because she never changed her name.

I would have suggested implying both Powder character tags to Jinx since at the end of the day, all three of them are the same character. It's just that alternate Powder is Jinx on a different path.
