Deprecate highleg_shorts

deprecate highleg_shorts

It's just a random inconsistant dump for either micro shorts, short shorts, high-waist shorts (or even plain shorts apparently).

There are some examples that would make sense calling them highleg_shorts, such as post #8203874 and post #7888087.

I see what you mean (for post #7888087, not post #8203874 which is basically just some kind of leotard), but how would we make that work? First it would have to imply high-waist shorts, and there would need to be constant gardening because people of course seem to have so much trouble getting an idea of what this tag is supposed to be that the vast majority of posts under it currently are nowhere near those examples

I see a utility for this tag, but I think it's hard to draw a distinction with micro shorts and buruma.

The distinction from micro shorts and buruma is certainly an issue i see.
It's also why imo, if we keep the tag, it would logically be a high-waist shorts subtag at the very least
