Waifu2x implication

create implication waifu2x -> third-party_edit

If someone uses waifu2x, it's become edited by a third party. Not implying it to upscaled or resized per forum #204688.

We've had a few examples of artists using waifu2x on their own art.

Huh, interesting. I would still consider the program itself to be a "third party" in a way, but I may be in the minority in that regard.

By that logic, photoshop filters are also a third party.

If an artist uses a program on their own art, it can't be a third-party edit because it's not coming from a third party. These are not good assumptions to make.
