Honestly, no. The Vatican had always intended Luce to be the mascot for their own Jubilee and it just so happened that it's on the same year as the Osaka Expo so they had a mascot on-hand rather than make a new one, iirc. Regardless, she was introduced as the Jubilee's mascot so that's what the qualifier should be.
