Water Margin/Outlaws of the Marsh

create alias outlaws_of_the_marsh -> water_margin

Duplicated tag. Shui Hu Zhuan is the original Chinese title but it seems Danbooru now prefers using the English title.
Adding Water Margin as an alias since that's how the Shui Hu Zhuan wiki page (both here and on Wikipedia) refers to the book.

I really don't have a preference between Water Margin and Outlaws of the Marsh. I originally requested Outlaws of the Marsh to be the main tag in case the existing tag should be retained for whatever reason.
