Splitting the Cookie Cat tag

BUR #31694 has been approved by @nonamethanks.

mass update cookie_cat -steven_universe -> cat-shaped_food cookie -cookie_cat
category cookie_cat -> character
rename cookie_cat -> cookie_cat_(steven_universe)

Cookie Cat is evenly split between the Steven Universe character and miscellaneous cat-shaped cookies. This BUR will both recategorize Cookie Cat as a character (as he is a fictional mascot, not just food) and effectively rename the remaining posts with something more in line with our *_shaped tags.

I considered adding a qualifier to Cookie Cat to help avoid mistags, but it's probably not necessary if we're turning it into a chartag anyway.

I'd say it's necessary, it's too generic.
