Possible misuse of partially_submerged tag

I've noticed that a fair number of posts seem to be using the partially submerged tag incorrectly. The wiki states that the tag should be used for standing characters if they are waist-deep, with wading used when the water is lower than that. A fair amount of posts feature both tags, even if there is only one person in the picture.

I've also seen posts with both partially submerged and soaking feet tagged for the same thing. By my understanding, the former applies if one is sitting within the water, while the latter applies if one is sitting out of the water (e.g. on the side of a pool), but with one or both feet in the water.

Also, I would like to know if afloat and partially submerged can be applied to the same subject, as I've seen posts with both tags applied.

I'd like to know everyone's opinions on this.

Your understanding of the tags seems correct to me. I think afloat is supposed to be used for lying on deep liquid. It would be partially submerged for shallow liquid because the character is lying on the ground instead of floating.
