deprecate blanket_hug

BUR #29743 has been approved by @nonamethanks.

deprecate blanket_hug

As it was proposed in forum #266054, blanket_hug should be split into hugging_blanket and wrapped_in_blanket.

Those two tags don't exist, they should be populated first. The tag is small enough that it can be moved completely without a BUR.

This bulk update request is pending automatic rejection in 5 days.

I didn't nuke the existing tag, but these new tags should now be populated and given wikis.
