imply scarf_choker to choker

BUR #28538 has been rejected.

create implication scarf_choker -> choker

A unique type of choker, made by tying a scarf or piece of cloth around the neck.

Maybe they're called scarf chokers IRL, but when I'm thinking of chokers, I'm thinking of thin bands tightly tied on the neck, not these, and this isn't what I want to show up when I'm searching for chokers in general.

The bulk update request #28538 (forum #292977) has been rejected by @nonamethanks.
