Alias fold-over boots -> fold-over footwear

BUR #28157 has been rejected.

create alias fold-over_boots -> fold-over_footwear

I couldn't figure out how to tag this kind of footwear for the longest time, because whenever I wanted to tag fold-over footwear, they were never applicable to boots. Turns out foldover boots aren't even aliased to boots, so the name is a misnomer.

fold-over_boots thighhighs shows almost no results of fold-over thighhighs. Collapsing everything under that tag is a great idea to make sure nobody will ever be able to find your examples again. Also, socks and thighhighs are not footwear.
