Alias neck_fur -> neck_tuft

BUR #26902 has been rejected.

create alias neck_fur -> neck_tuft
create alias neck_fluff -> neck_tuft

Neck tuft is a better tag name as it covers more than just fur (feathers, fire, etc).

As long as people don't confused it with neck ruff.

They already do. There're still images tagged that way and I was making the error for years before I discovered the error on my own.

neck_tuft does not accomodate for rings of fur around the entire neck. Such rings are most certainly neck_fur, but they are not "tufts".

Additionally, I don't like the idea of diluting neck_fur; it would be far more useful to make individual tags for things like neck fire. Lumping them all in with neck_fur makes it pointlessly inconvenient to find them, as (if we use neck fire as an example) there's already several pages of false positives in the neck_fur fire search.
