alias arms_out -> outstretched_arms

BUR #25067 has been rejected.

create alias arms_out -> outstretched_arms

This tag was being used mainly for outstretched arms and spread arms. I'm aliasing it to outstretched arms since it's the more generic tag.

I vote for deprecation similar to open arms, it sounds ambiguous.

"arms_out" + [Tab] is already what I use to add outstretched_arms to posts, so this alias would save me a step.
