Alias wrapper -> food_wrapper

BUR #24053 has been rejected.

From forum #271767. Wrapper is ambiguous, leading to the later creation of a second tag for the same concept, food wrapper. As it is, food wrappers are split about 50/50 across the two tags.

Alternative BUR with deprecation below.

If this BUR passes, there would have to be some tag gardening, because, despite wrapper's wiki, I'm seeing a few posts under that tag that use it in non-food contexts, such as post #6556445, post #6438443, post #6063838, post #5424662, post #4932747, and post #4932749.

Yeah, that's no problem. I can handle that. It seems a couple people have used wrapper as an umbrella tag for any kind of wrapper, which I don't personally think has any value. If that's how we decide it should be used, it'd be almost completely condom wrapper, and I don't see any situation in which that would be useful.

The other question, though: There are some posts under food wrapper that would probably better be suited for candy wrapper. Should candy wrapper be a subset of food wrapper (with an appropriate implication)? Or should the two be mutually exclusive, which would make it more feasible to search for non-candy food wrappers specifically? Candy is food, so even if we decide on the latter, it's possible it'll be mistagged as both.
