I think this is kosher? Implying animal forms of these characters to the main character tags, along the lines of kaenbyou rin (cat) and chen (cat) in Touhou.
I think so! I haven't been keeping up with all the Precure series, so there are a lot of characters I'm not familiar with. Feel free to add on BURs to this thread.
Part I. I've gathered the human form of fairies across all generations, I also included villains that have a human form because they follow the same principles as the fairies. There're a lot of edge cases, so I pull out the ones that are safe and made a first BUR for them. I'll talk about exceptions in the next post.
As mentioned above the current state of these tags are a bit messy, I'm requesting a BUR because I can't start gardening before we settle on a consistent way to use these tags. If we agree on this BUR, it shouldn't be approved until the tags have been cleaned up. Same for the next BUR.
Now let's talk about exceptions. They can be divided in two categories.
1. Fairies/villains that became Cures. While the fairy/villain is their original and true form, a human -> original implication wouldn't work because after becoming a main cast (aka a cure), the human identity becomes their norm and is recognized as the "default" both in terms of portray and tag count.
2. Villains that have an original form. Unlike villains in the first BUR, who have their villain form as the true form and human form as a disguise, these villains weren't always villains and were once a human/fairy, and that human/fairy is their true form. A villain -> original implication wouldn't work because, since they act as a villain through out the series, most of them only had their identity revealed at the very end of the series, prompting the villain form to be the "default".
So I propose we do an original -> human reverse implication instead. The original form should only be used when said form is present (especially the fairies who are currently the biggest tagging pollution). This is also what was done in the very first BUR of the thread.
I put the cures on the top and non-cure on the bottom. Twilight and Gentlu are a mix of both tropes, I put them with the other cures because they work the same from a tagging pov.
Lock is a fusion between a fairy and a sentient coat. More specifically the coat seems to be treated as the original Lock, who possessed Kuroro. However the human form is Kuroro's body and the name Lock is mostly used to refer to him, not the coat. So we have two separate character under the same alias. I don't know if we should imply them both to lock or leave them completely separate? If the latter, who should take on the main Lock tag?

Blue Cat is probably the most clear-cut since appearances wise it's just human Yuni with hat and shades. Oh yeah there's also Pikario

Almost every post of Houjou Sakura and Mao has Seiren and Yuni tagged, so I'm adding them to the bur for now.
I was running out of time when I was writing the BUR so I didn't have time to look at how Pikario was tagged by the users, because he has four different tags. From what it looks like, Pikario is used for his fairy form, Julio for his light blue-hair human form and Kuroki Rio for the dark blue-hair human form, and Cure Waffle for his magical boy form. This brings several problems. First, I don't know which one should be the main tag. Second, it seems like Kuroki Rio is thought to be the main name, but if we do that we'll need to come up with another that for his dark-haired persona. third, unlike cure waffle he doesn't have a tag just for his villain form, Julio, which is supposed to be his villain alias, is used for his human form both before and after purification. And this clause in cure waffle's wiki makes it sounds like it's supposed to be used both for the villain form and the magical form (see below). And I don't remember how his multiple different name are handled in the series, I dropped it mid-season.
