Am new how do I check if a artist is ban from uploading their works?

You can check whether it says "BANNED" next to their name on the artist page (artist #103012 for example).

Keep in mind that banned artists are still fine to upload, you just won't be able to see the post or change it's tags after upload, so make sure you get the tags right.

If an artist is banned their page will display a message that states that the page has been removed due to a takedown request.

The tag is shown in the translated tags field when you try to post a banned artist's illustration. TPT also shows if an artist is banned next to their name when you're browsing their Pixiv, Twitter or other supported site.
