remove alias yamakasa -> mizu_happi
As the yamakasa wiki readily admits, a yamakasa is a float used in Shinto festivals. This tag, however, is instead being used not for the floats themselves but for the costumes traditionally worn by people pulling the float. I am suggesting that the tag's name is changed to "mizu happi" since that's what those costumes are called and "yamakasa" is freed for posts that feature this type of a parade float.
