[touhou] Character tags for the human regulars of the Geidontei bar.

BUR #21999 has been rejected.

category geidontei_regular_(moustache) -> character
category geidontei_regular_(side_shave) -> character
category geidontei's_owner -> character

These characters have all appeared in at least two posts on here. They are all characters from the lotus_eaters manga, and need their own tags at this point. so I've created these tags.

You can just change the category on tags like this yourself, either by prepending `char:` to the tag in the tag box, or finding it on the tags page and clicking edit in the ... menu.
