The tag would probably make sense only for images that actually reference the meme, like post #946637.
I think the creation of such a tag is valid due to being a meme that is very commonly referenced, including in that pool.
Buuuuut mass updating that pool would be a mistake due to reasons already mentioned. Especially since the pool was made with a completely unrelated meme as it's core image. It's a two-meme pool that is used to dump non-meme images.

While I don't see any need for this to have its own tag, since it's more of a trope than a solid reference, it is a meme. If they were technically or stylistically similar, it would be a genre of artworks. The idea of having a small character or an item offered on hand is quite literally a meme, going by the word's definition and not the "funny thing going on social media".
