It should be 2/h, but yes, that's why. The problem is that there were several spammers who would post something like 57 comments within an hour, completely flooding the list and pushing everything else out. And those were uniformly shitty comments, too.
I don't like the indiscriminate limits put on comments for all member accounts, but there is a definite need for some sort of protection against comment floods, one such person can totally disrupt everyone.

persaly i like thing like that, it keeps idiots from running wild, and if you are not an iddiot at some point you will be able to post more, just have to wait a bit
