mass update favgroup:28383 -> char:luo_xiaohei_(cat)
mass update favgroup:27857 -> char:luo_xiaohei_(human)
create implication luo_xiaohei_(cat) -> luo_xiaohei
create implication luo_xiaohei_(human) -> luo_xiaohei

Similar case to, for example, forum #260844, I think.

I went ahead and collected a few pages into favgroups, will do the rest if/when this BUR is approved.

This bulk update request is pending automatic rejection in 5 days.
