It doesn't say that in the wiki, though I agree they should probably be treated separately. It might be better to make it an alias for grabbing own breast instead.

The alias might result in some mistags, but hand on own chest is definitely for the hand touching the breast (as long as it's not grabbing/cupping/holding/lifting) or the area around the collarbone and breastbone. There's no other tag for that.
