Requesting a deletion because a file is just a resize of another image is a legitimate reason?

I'm seeing some images uploaded by albert (from the original artist's site) being flagged as duplicates, and it seems these have been hidden by a lot of mods and janitors in the queue. One example is post #605408. I uploaded the larger version from Pixiv at one point, and now I noticed someone flagged the child and it's in the mod queue. Has the official policy on flagging dupes changed over the months? Should these kind of images be approved if they're in the mod queue? I'm a little confused on this.
As far as I'm aware this policy was never changed. I mentioned as much yesterday in a comment to post #74549. In a lot of these cases though, I've been hiding them anyway just because they aren't things I would have approved in the first place. (In that one's case the watermark makes it delete-worthy)

Policy hasn't changed. If you know it's a dupe of the sort you mentioned, approve it. Also went through and reapproved a bunch of albert's images that had been sent back as dupes and deleted.

Ok, got it. post #608416 was another I noticed like that, so I went ahead and approved it. Legitimately sourced lower-res duplicates should stay.
Any easy way of letting users know not to flag duplicates? Think it's been repeated around the forums a few times, but maybe not easily seen, and don't know if it's in the wiki help section (skimmed through and didn't see anything about "Unapprove").

I had it as a sticky in the forums for, I dunno, probably a year but, as a rule, nobody reads stickies.
