It's because the rate limit is applied to the account Danbooru uses to fetch the image, not yours.

The danbooru twitter uploader isn't connected to your own personal twitter account, that's also why you can't upload anything from a locked account unless you do it manually. I may be misremembering so someone correct me if I'm wrong but because twitter makes it difficult to access some tweets without an account there is a danbooru-owned twitter account that's used to access twitter links. If twitter rate limits that account because it viewed too many tweets then that's when the error pops up.

I see. I thought the rate limit was connected to the IP or something like that.
Since I always post twitter pics after browsing twitter, I assumed the limit followed me across sites.

Twitter is rate-limiting Danbooru so at some periods you won't be able to upload anything from Twitter using tweet links. You can upload the direct image link, but I don't recommend that since it doesn't copy over commentary and the proper source link.

It's a rate limit, just try again after a few minutes.

When Twitter is down and if you're too impatient to wait out the rate limit, consider installing the extension: forum #171499
This will add an item to your context menu to upload an image to Danbooru. Right click on the image and hit the upload button. It ignores the rate limit since it posts the original image link into the uploader. I've never ever had to deal with the rate limits again (except in the case of videos) using it.
