Japanese Rising Sun

BUR #16830 has been rejected.

create alias rising_sun_flag -> rising_sun_(symbol)

In usage this is being used when the motif/symbol is present regardless of it actually being the navel flag. Also noticed a lot of images like post #4374177 and post #5252762 tagged as rising sun flag because of the Japanese symbolism and while I dont think they should be in the rising sun tag, the red sun tag is a messy mix of Japanese iconography and literal suns like post #5508304

Part of the problem might be that rising sun is aliased to rising sun flag and we're all just real inattentive when tagging?

If theyre are going to be aliased together anyway might as well name it something more inclusive. Though do you think its worth de-aliasing to distinguish the symbol and flag? Alternatively would the flag itself just fall under japanese flag as well? I see the wiki seperates them, but the tag itself also has major crossover with red sun, maybe it should also be reworked to just encompass actual flags?
