BUR #16349 has been rejected.
remove implication waist_bow -> bow
Making new tag waist ribbon for a ribbon tied around waist that wouldn't suit the bow tag. Example: post #6231470
Merging waist_ribbon and waist_bow will be like bow hairband which is used for both ribbons and bows attached to hairbands.
Auto tagging shouldn't be impacted unless you're too lazy to tag color_bow.
Edit: removed alias waist_ribbon -> waist_bow

Preferably not if merged. You're right this does sound like a potential issue though I wonder how many instances of high belt-like not-belts there are. (I can't find one but maybe that's just because waist_ribbon didn't exist.)
post #4547848 (explicit) is one, though it's not all that obvious from the image that it isn't a regular belt.
Then, do not alias, but remove implication? Keep waist_ribbon separate but with the following notes (revise as needed):
waist_ribbon
Also add waist bow if it is visibly tied into a bow. This tag, however, remains not tagged as bow itself.waist_bow
This tag does not imply bow because this tag is also used for long ribbons tied into a bow. If it is, add waist ribbon as well.
