create implication cum_overflow -> cum
Very ambiguous with overflowing (which is for non-cum overflows), especially with the overflow wiki's first line essentially describing overflowing. Likely for this reason, there are about 400 overflow posts not tagged cum that will need to be cleaned out before this BUR is approved.
btw, overflow -cum (and -pussy juice, -anal_fluid_overflow) is cleaned out, the bur is ready to go :blobfingerguns:
This tag seems to be subject to massive mistagging: overflow solo -tentacles has over 600 posts, for example, of which most should be tagged cumdrip instead. overflow after_sex -solo has another 1k posts.

There's no harm in fixing said mistags after this alias is approved. They shouldn't stand in the way of the BUR.
