Why the downvotes? This is exactly the same situation as rabbit on head.
It’s just that we haven’t came to any real consistency on rabbit vs bunny. Besides the biggest tags like rabbit ears, any of the smaller tags is just completely random. Some are aliased to rabbit only because someone submitted a BUR for it, others aren’t because no one has made the request.

In that case, an alias couldn't hurt until we figure it out, right?
I'm more wondering why we need specific <animal>_on_shoulder/head tags instead of animal_on_shoulder + <animal>

Because it's a small tag.
We either go with animal_on_shoulder + <animal> route, which means any other "<specific animal> on shoulder" tag would be nuked, or we we rename this to rabbit on shoulder.

That would imply to nuke cat_on_shoulder which is a big no-no because it's a big tag.
