Deleted Artist vs Banned Artist

Is there a difference between these two categories?

That depends on what you mean by "deleted artist". Artist wiki pages/tags may be deleted, but they should've been replaced by a more appropriate artist tag in the process.

As in pulling up an Artist like Karepack77. No art, no wiki. Just says deleted.

That means that specific artist entry is deleted, the same way you would delete a tag wiki. It doesn't mean the artist and their art has been removed from the site.

In this case the artist was already tagged as kare when someone created a duplicate artist entry as karepack77, so the duplicate entry was deleted.

(To add to the confusion I just requested the name to be changed to karepack because that's the name the artist uses and there are other artists named "kare".)
