Deprecate multiple_bows

BUR #13081 has been approved by @nonamethanks.

Suffers from the same issue as multiple_penises in that it's just a pointless counter tag for bows. Its wiki even serves the single purpose of redirecting users to a different, more specific tag.

BUR #13092 has been approved by @nonamethanks.

mass update multiple_bows multiple_hair_bows -> -multiple_bows

This will clean it up a bit.
