The tag exif_rotation is used when an image is rotated by changing it's EXIF data.
EXIF rotation can be applied by the artist themselves and in any case is always lossless. Rotated is for images that have a different orientation from the source, this is often lossy.
I understand. Maybe creating the lossy_rotation tag would help differentiate between the two? Then implicating both lossy_rotation and exif_rotation to rotated.
Edit: This is overcomplicated and wouldn't do much. I've come to the conclusion that exif_rotation and rotated are best left separate as said above, since exif_rotation is changing a simple value in the metadata, and rotated is re-encoding the image.
