Sock’s wiki says:

Note: Kneehighs do not implicate socks. Unless both hosiery are in the same image, keep them separate based on their length.

But it does now, we have to keep it consistent one way or the other.

The line was simply not removed since the change. There is a lot of stuff in old wikis, that isn't correct anymore.
