Utillity Alias Background_People -> People

BUR #10412 has been approved by @NWF_Renim.

create alias background_people -> people

The only way I was able to find the tag was by remembering that I read about it on the solo wiki.
I wouldn't be against the reverse alias because people seems like too vague a tag to me, but I'll start with this.

Edit: changed from background_characters to background_people based off Hillside Moose's comment.
Edit2: I guess one of the reasons we shouldn't do the reverse alias is because users might thing posts with people in the foreground (like post #5225649) don't qualify.

I'd split the difference and make it background_people so people won't tag named characters literally in the background with it.

Is there any particular reason this one hasn't been approved? Should I do the reverse instead?
