Make symbol-only_commentary imply commentary

Second attempt, because it was rejected in forum #201004 without further explanation, makes me think it was forgotten.

The ambiguity regarding hashtags apply to the commentary tag itself, not symbol-only commentary, as an english commentary with Japanese hashtags would raise the same ambiguity. Therefore, this issue should not stop the implication or rather it means the tag itself is not well defined.

I wasn't sure about this because if someone is searching for commentaries to read realistically they aren't looking for symbols.

So they can do commentary -symbol-only_commentary?

I think another concern was that initially people were tagging it on any commentary that had symbols at all, rather than commentaries with only symbols, which is why I requested that rename. I'm not sure if it ever got cleaned up after that. If not, an implication like this would make cleaning the mistags a bit more annoying.

@Lyren went through and cleaned up all the mistags under symbol-only commentary so it should be acceptable to approve this now. Unless we don't want symbol-only_commentary to be tagged with commentary at all, which I don't think is a great idea, but in that case a mass update should be performed to remove commentary from the posts tagged symbol-only_commentary.

I cleaned it up once again from the posts past 2 weeks, and I will keep it clean until this BUR reaches its conclusion.
