Currently it's open to everyone and it's being abused. I understand the intent behind letting normal users vote but that requires normal users to behave appropriately and they can't. Going back to old system of voting seems to be the best option.

Can you provide examples of this abuse?
So the only hard evidence I have is post #5132061 but still it shows that it's ripe for abuse and could just be a sign of things to come. Gating off voting keeps things in order and prevents mass downvote sessions like this. If users really want the privilege to vote then they should pay for that privilege.
The only point of voting is to say "I like this" or "I don't like this". If you're expecting people not to vote based on the content, rather than the quality, then you're clearly oblivious to the fact porn has always been the highest scoring posts. Someone being willing to pay $20 for the privilege of silently giving their opinion isn't going to mean they're going to vote any more objectively than anyone else. It just means less total votes.

Less votes meant the gate did it's job in my opinion. I'll refrain from saying more since all I really have is one image but I'm sure there will be others so I'll wait until then to bring it back up
Okay, but what's the actual abuse? Cause unless there's bots or sockpuppets involved, there is no abuse. You have no evidence that the score of that post wouldn't be negative even if voting wasn't open to everyone. If the issue is about racism, and we already know some of our (possibly former) users are based on their comments, it can't solely be the work of racists because otherwise the entire Minorities pool and dark skin would have lower average scores than they do. Being racist isn't against the rules either, as long as they keep their mouths shut and don't do anything else to break the rules.
Wontfix. Asking people to pay 20 bucks to vote on anime pictures only reinforces our negative reputation as money-grubbing elitists.
Currently, post #5132061 has 21 upvotes and 78 downvotes. If only Gold users could vote, then it would have 16 upvotes and 36 downvotes. So the score would still be heavily negative if only Gold users could vote. Gold users or even Builders don't have significantly different voting habits than regular users. The main effect it has is to skew votes towards tags like loli, and away from safe content like scenery that already gets few votes and that nobody is paying to vote for.
Before post #5132061, it was post #3954303 and post #4584760 and post #4585422 getting heavily downvoted, and actually, member-level voting only increased the score of the last two posts, after the initial downvote brigades were over.
I think the big thing after it all is that votes don't matter. We have nearly 10,000 active images with a score lower than 0 and nearly 1,000 images deleted with a score over 50.
They're fake internet points that aren't even tallied like a Reddit profile. They're even more worthless than usual fake internet points.
Possible solutions i could think of would be to hide the score, only count positive score like Favorites, or to remove the score function altogether.
I honestly see how it can "ideally" be used. It can function to vote on an artwork which i wouldn't want in my Favorites collection.

I get what you mean, but forcing people to pay wouldn't stop the problem here.
The comment section looks just about as bad as any Twitter comment section, which is free. It's unfortunate but still: imagine forcing a racist to give you $20 each time they say something shitty around you. Do you think they'll stay quiet for good? Probably not, right? They'd refuse to give you a penny and spout their nonsense elsewhere.
Trust me, I get it; the amount of people who mass downvote or even flag posts just because a character depicted goes against their personal or political opinions is annoying. But it's bound to happen no matter what; its just how the internet is. Take one look at Reddit if you need more evidence of this.
The happy medium here would probably be the option to hide scores on posts that you want to hide them on. Maybe like on Instagram, where there's a checkbox you can check whenever you want to disable scores/comments/etc. Plus, as other users have pointed out, scores are meaningless in the long run. If you were forced to pay for stuff as basic as this, people would probably run off to other sites like R34 in order to have that voting option for free.
There are people out there who actually give fuck about post scores? Comment scores I understand and regularly use, but post score basically seems to have only ever have existed so that there was more incentives (even if it was completely meaningless one) to get people cough up money and buy gold accounts.

Actually many people come to forum #45532 and use the score and favcount as argument for why a post shouldn't be deleted, many users can't tell apart art quality from score apparently and who knows if the artist of post #5132061 was offended when looking at the score taking it as if their art was objectively bad and not a racist bias of most voters. I once thought that adding a voting system for approvers+ as a measure of objective quality could be a good idea, so people wouldn't mix up them up anymore, but people would probably just circumvent that again.

That's why I think favoriting and upvoting should be completely independent from each other, with that I mean favoriting a post shouldn't give automatic upvote because there's virtually no difference from favcount and score in most posts thanks to this. You can currently vote without favoriting, but can't favorite without the automatic upvote (of course, an user can undo or change their vote after that, but they won't care to do it). It's the only thing I don't like about current voting system.
I thought favoriting doesn't automatically upvote anymore. Nonetheless, I believe that it shouldn't anyway since the fav count and the vote count almost always equal each other. It just makes it redundant. Not making favoriting automatically upvote requires users to think a little more, or at least put effort into another click even if it's by habit.
Firstly I don't really use the forums, or basically anything more than comments and comments score. I wasn't even aware of official rules page until I did some digging for it.
This whole situation could probably be solved if you made the rules more clear (also just put them in a more easily accessible place, because most people aren't going to go out of their way to look for them), or a guideline on the intended use of certain functions. However if the entire scoring system is just a like/dislike then you should expect people to not always vote the way you want. But if it wasn't and is purely a gauge of quality then it should be removed, (also keep in mind that even then people might think that the art is bad. It is subjective after all) and if you don't want people expressing their opinions you should also just remove the comment section.
