I counted three "votes" for cleanup into the two tags and one against.
Turns out the task of sifting existing posts into the two tags based on brimmed/brimless isn't as daunting as I initially thought, once you filter out obvious shoo-in characters: kirisame_marisa (1335/2504 posts), nagato_yuki, blair, etc.
I'd quickly scanned through to find the brimless ones:
lillet_blan witch_hat -> wizard_hat
eruka_frog witch_hat -> wizard_hat
yugioh witch_hat (except post #374644) - that's a strange one; probably just use hat.

Cleaning wizard_hat is tricker; possible criteria are:
post #365497 - brimless, keep.
post #265490, post #278533, post #389670 - brimmed, but tall, conical, fairly rigid, keep?
The rest get moved to witch_hat.
