The wiki for pool seems to suggest that it shouldn't be used for empty ones...

Then again that might just mean that the wiki should be changed, and I would have no objections to this being done.

Such clauses don't make sense to me and probably come from Oldbooru.

Where does it say they shouldn't be used together? I see a "see also", but nothing saying not to conflate them.

I assume it's the "Any enclosed body of water used for swimming and other water-based recreation." line at the start.

That's not a strict exclusion though, and I think the concrete walls of a pool (intended to enclose a body of water for swimming and other water-based recreation) is still close enough for our purposes. Wouldn't hurt to edit things to make it explicit though.

That definition was written in 2009, likely to fill an empty wiki. I wouldn't put too much thought into it.

There are however empty wading_pools into this tag, like post #857819, and only a fraction of wading pools are tagged with pool: wading_pool pool.

There are some posts of wading pools in pools: post #395013, post #2092214. Do we want to keep them separate? Or just make a wading pool in pool and imply wading pool to pool?

Given how few wading pool posts are tagged pool, I'd say most people view wading pools as separate from full-size swimming pools.
