Imply off-shoulder jacket/coat to off shoulder

BUR #5745 has been approved by @evazion.

create implication off-shoulder_jacket -> off_shoulder
create implication off-shoulder_coat -> off_shoulder

Some of the few specific "off-shoulder" clothes that do not have the off shoulder implication yet.

Though, I'm somewhat reluctant with requesting this implication for a long time since the off-shoulder jacket/coat tags are (for whatever weird reason) arbitrarily misused a lot by many users for regular jackets/coats that are just hanging off the upper arms without paying attention to the neckline of the jacket/coat. The name of the tag probably didn't help.

Now that I think about it, I'm beginning to think that Towa's jacket is probably not an actual off-shoulder jacket; her official character sheet (post #4019635) made it somewhat ambiguous as to whether or not her jacket has a low neckline by default, particularly her side and back view.

Her jacket is also partially unzipped, giving off the impression that if she is able to zip up and wear her jacket properly without it exposing her shoulders and upper chest, then her jacket would not count as an off-shoulder jacket, since the jacket doesn't even have a low neckline to begin with.

Are there any potential odd cases, not counting misuse of tags?

Personally can't think of any, so going to vote yes for now.
