Do we need to reserve Shoujo Kageki Revue Starlight for the anime/musical and have Revue Starlight as the franchise tag? I take it the anime/musical and the mobile game have different sets of characters.

I don't think that we need a new franchise tag, as there is a lot of overlap in characters between the game and the anime/musical.
Yes, there is a new set of characters introduced in the game, but characters from the anime/musical also appear in the game with alternate costumes (along with their standard ones) unique to the game, and at least one of characters from the game appeared in the musical.
