These two tags are pretty much indistinguishable.

The wiki for highlights says that it means a strip of hair that is different in colour from the rest of the character's hair, which is clearly dyed for style and not the character's natural hair colour. Streaked Hair is one or more strips of hair that are different in colour from the rest of the character's hair.

First of all, the dyed/natural distinction is garbage, it's impossible to tell from the image which it is.

Secondly, the only actual distinction I can think of that we could apply would be something like highlights = a single strip of hair in one colour, at the front of the head, while streaked_hair includes anything else, including multiple strips, multiple-colour strips, and strips at the sides of the head or the back. The paradigm would be something like the distinctive streak in Matoi Ryuuko's hair or Kiryu Coco's, both being characters very commonly being tagged with highlights. But, as it is, both of those characters are tagged with streaked_hair far more often than with highlights.

If someone cares enough to make this or some other distinction and garden the tags properly they could be kept, but if not then we don't need both.

I don't see a difference in usage between the two, and all recent examples in highlights are things I would have tagged with streaked hair instead, so +1.

highlights is severely undertagged and most people don't know/don't care about it, specially with the dumb clause about it being dyed.

I'm fine with the BUR either way.

Would also suggest removing the "dyed" clause from the highlights wiki, as it is practically impossible to tell whether the hair is dyed or not, so all it does is discouraging people from tagging highlights because they aren't sure.

The idea of highlights being a "single strip" doesn't even conform with the IRL definition of highlights, so naturally it's not going to be clear to taggers. Something like single hair streak would have to be created if someone wanted to preserve that distinction.
