BUR #5051 has been approved by @evazion.

create implication dress_lift -> clothes_lift
create implication shirt_lift -> clothes_lift
create implication skirt_lift -> clothes_lift
create implication bikini_lift -> clothes_lift
create implication swimsuit_lift -> clothes_lift
create implication sarong_lift -> clothes_lift
create implication pelvic_curtain_lift -> clothes_lift
create implication hakama_lift -> clothes_lift
create implication towel_lift -> clothes_lift

All of these tags should fall under clothes_lift under the current wiki definition ("Clothing other than underwear that's been partially lifted up.").

Unsure if bikini_lift would fall under this since it's not much different from underwear but techincally doesn't fall under that definition.

There are a lot of other small tags that should fall under this but can't be added due to restrictions on this request. Any way to deal with that or should it just be left as is?

You've got the implications set up backwards, you want the smaller tags implying clothes lift. The current BUR will make it so that adding clothes lift to a post will also add those other four tags, when what you actually want is for adding any of those four tags to also add clothes lift.

This is why you couldn't add the other tags to the BUR. You can edit the request by clicking on it and on the following page clicking Edit beneath the request.

These restrictions are intentional to discourage low effort "let's imply these 50 tags with barely any posts" implication requests. If you think they're worth implications, you can write wiki definitions for them and populate them enough to meet the minimum requirements.
