I think you got the alias the wrong way, because with your part 1 alias you're trying to alias one tag to two new tags. This doesn't work. If you want to have rolled up skirt to be the main tag, you have to change it.

For the next time, you can submit multiple aliases in the same BUR.
Is that done simply with a new line per submission?

I intended for skirt_rolled_up to be the primary name of the tag since that word order is used for the primary name of sleeves_rolled_up as well. The P1 BUR was meant to be rolled_skirt -> skirt_rolled_up and I must've just messed it up.
I submitted P1 on the basis that rolled_sleeves is a tertiary name for rolled_up_sleeves and sleeves_rolled_up. I won't resubmit it with correct formatting because upon further consideration I think it would be ambiguous, as a "rolled skirt" could suggest that the whole garment is completely rolled up and not being worn (like folded clothes), whereas a "rolled sleeve" is only part of a shirt-type garment, so the alias doesn't carry this ambiguity.
