I was about to create a thread but found this topic.
It's strange to see this is still unresolved. Most votes are for the tag being meta. And no arguments why it shouldn't be meta.

Yeah especially since spoilers is a meta tag and would only be tagged based on outside knowledge and directly relates to the content of the image just like borrowed character.

You will need to remit the BUR if this is to be approved.

Let's give it one more chance

All fanart is borrowed character. Now, I see the use of the tag is to label unknown OCs without a tag in danbooru so people don't get confused by original and wrongly attribute the character to the artist of a single illustration. Yet I don't feel it's a good enough reason to put it in an eye-catching orange color which considering the other tags we put in the meta category looks almost like a pejorative in the post.

All the tag does is tell that author of the picture is not author of the character on it. The tag describes nothing on the image itself. Meta category was made exactly for this kind of tags.

If the tag is used like a copyright tag, then wouldn't it make more sense to make it into a copyright tag instead?

No because that would mean the same character would have a different copyright depending on who's drawing it.
