If you ever see a character with pants that look loose around the waist
Use tags loose_pants, impossible_pants or pants_loose_around_waist

BUR #4293 has been approved by @evazion.
rename pants_loose_around_waist -> loose_pants
I'll make sure to keep my eyes peeled for characters wearing loose pants and slap a loose pants tag on them.
Also, pants loose around waist is the same as loose pants, so I think it's a good idea to alias the former to the latter

Doing a rename instead of an alias because both are little-used tags. Although baggy pants is the more populated tag for this.
