Some of the Major Arcana tarot cards (the fool (tarot card), etc) have (tarot_card) qualifiers and others don't. I see no real benefit to the inconsistency, it just makes it harder to guess the correct tag name.
These could also be aliases, but it wouldn't hurt to hedge our bets of more characters being named after a tarot card in the future (like the_world) and far eclipsing the Danbooru popularity of the tarot card. In that case it probably makes sense for them to claim the unqualified tag.
