Standardizing the name (like floating hair). I assume part of the reason this tag is so underused is that it has such an uncommon name.

Worth adding a flowing_scarf -> floating_scarf alias as well? It has a similar issue.

Floating doesn't seem like the best term to use, but I can't think of a better one. Floating normally suggests "magically hovering in midair" rather than "billowing in the wind", which is what these things are. I wouldn't tag these things as floating.
