shiny_legwear implication

BUR #3458 has been approved by @evazion.

create implication shiny_legwear -> shiny_clothes

Four *legwear tags implicate the "clothes" tag. Three shiny* tags implicate the "shiny" tag, which includes the aforementioned "shiny_clothes" tag implicating the "shiny" tag.

If we imply shiny_legwear to shiny_clothes then there's no need for it to also imply shiny, as everything with shiny_legwear will get the shiny tag added because of the existing implication of shiny_clothes to shiny.

Good point. That did not occur to me even after I typed out the reason. I've edited the request.

I'm not a fan of the shiny tag in general, I think it's extremely overused. If things like post #3953783 and post #3762826 are shiny legwear then everything is shiny legwear. It's extremely common for everything in anime to be bright and shiny, it's just part of the art style.
