Feet in water

create alias feet_in_water -> soaking_feet

Feet_in_water could also be used for a wading character, in which case soaking_feet shouldn't be used. That's the whole reason this tag was purged in the first place. See topic #12758.

Soaking feet is basically feet in water while sitting, while wading is basically feet in water while standing. Both could be called feet in water.
