Also seems we have two names for this. Making it separate since I'm not sure which name is better.

This goes back to the question of whether a hoodie vest is the same thing as a sleeveless hoodie.
A hoodie is literally just a sweatshirt with a hood attached. Many of the garments tagged hoodie_vest look nothing like hoodies, sleeveless or otherwise.
IMHO the "hoodie" in hoodie_vest is a misnomer, and the tag should be merged into hooded_vest, with the actual hoodies under this tag being moved to sleeveless_hoodie.
