Comment limitations?

I noticed just now that howto:comment claims that new accounts are restricted from posting comments for the first week, after which users are allowed two comments per hour, linking to the ToS as an additional reference. However, the ToS actually makes no mention of commenting limitations whatsoever, it only mentions a one week restriction on the ability to upload.

I bring this up because I only realized this discrepancy because a user who only made their account today was able to comment on post #2955022, which should be impossible according to howto:comment.

Is there supposed to be a one week restriction on the ability to comment, or is that just a mistake in the howto:comment wiki?

It was changed about a month ago: relevant commit. The wiki should be updated.

The restriction was recently removed (forum #164477)

Ahhh, my bad. I never thought there was anything wrong with it, but alright then.

Updated howto:comment. There's no waiting period and there's no limit to how many comments you may post per hour. You can only bump two comments per hour, but you can post an unlimited number of non-bumping comments (this isn't a recent change, it's been like this since 2013, the explanation was just wrong).
