BUR #2358 has been approved by @evazion.
create implication layered_skirt -> skirt
Reason: Layered_dress implicates dress, and I can't think of any reason why layered_skirt should be treated differently to other skirt styles that implicate skirt.

Before this request is implemented, there should be a check on layered_skirt dress. In particular there are many results for the layered_skirt dress solo search.
I'll be the first to admit that I've been one of the ones who uses layered_skirt for dresses where only the skirt portion of the dress is layered, as in post #3284465 and post #3662797, in contrast to dresses that are layered from top-to-bottom, like post #3081048. Maybe I've been doing it wrong but there hasn't exactly been a lot of guidance from the wiki in this regard. ¯\_(ツ)_/¯

layered_skirt dress solo may need cleanup but honestly skirt dress solo is already in such a bad state that this hardly makes it worse. The majority of layered_skirt dress was tagged skirt already.
